PMIS — Punjab Development Program Contract & Payment Management System

PMIS administers the public civil-works contracts of the Punjab Development Program — sewerage, storm-water drainage and disposal stations — from award through to final payment, for the Program Management Unit (PMU) under the Local Government & Community Development (LG&CD) Department, Government of Punjab. It answers the question every public works department must be able to defend: how much is a contractor owed this period, and who approved that figure. Built as an Angular 16 single-page application over a Node.js and Sequelize API on a 53-table MySQL schema, it models the full Bill of Quantities hierarchy and enforces a ten-role approval chain on every payment certificate.

The Challenge

Public civil-works payments involve a four-level Bill of Quantities, nine separate statutory and contractual deductions, and sign-off from ten distinct departmental roles. Handled on paper and in spreadsheets, this is slow, difficult to audit, and impossible to report on — and every disputed figure requires reconstructing who approved what, and when.

Our Solution

We built a contract lifecycle platform that models the Bill of Quantities as a first-class hierarchy, with amounts rolling up automatically from line items to contract totals on every save. Interim Payment Certificates are billed against measured line items, deductions are applied systematically, and each certificate is routed through a sequential ten-role approval workflow that records every decision. Role-scoped visibility ensures province-wide, assignment-based and tehsil-level users each see exactly their own remit.
